Publication Ethics
Public Health and Safety International Journal (PHASIJ)
1. Publication Ethics
Public Health and Safety International Journal (PHASIJ), published by Yayasan Cendikia Mulia Mandiri, is committed to maintaining high standards of publication ethics and research integrity. The journal upholds the principles of academic integrity, transparency, objectivity, confidentiality, and accountability in scholarly publishing.
Authors, editors, reviewers, and the publisher are responsible for ensuring that all stages of the publication process are conducted ethically and professionally.
PHASIJ does not tolerate plagiarism, fabrication or falsification of data, duplicate publication, inappropriate authorship, citation manipulation, peer-review manipulation, or other forms of research misconduct.
2. Ethical Responsibilities of Authors
Authors submitting manuscripts to PHASIJ must comply with the following ethical requirements:
- Originality and plagiarism: Manuscripts must be original and properly acknowledge all sources. Authors must cite relevant publications and obtain permission to reproduce copyrighted material when required.
- Original submission: Manuscripts must not have been published previously or be under consideration by another journal simultaneously.
- Research integrity: Authors must report research methods, data, and findings accurately and honestly. Fabrication, falsification, and misleading presentation of results are prohibited.
- Authorship: All listed authors must have made substantial scholarly contributions, participated in drafting or critically revising the manuscript, approved the final version, and accepted accountability for their contributions.
- Conflicts of interest: Authors must disclose financial and non-financial interests that could influence, or reasonably be perceived to influence, their research or its interpretation.
- Ethical approval: Research involving human participants, personal data, or animals must comply with applicable ethical requirements. Authors must provide evidence of ethics committee approval or explain an applicable exemption when required.
- Informed consent and privacy: Authors must obtain informed consent where required and protect the confidentiality and privacy of research participants.
- Data transparency: Authors must describe their research methods clearly and provide supporting data or materials when reasonably requested, subject to ethical, legal, privacy, and confidentiality restrictions.
- Use of artificial intelligence: Authors must disclose substantive use of generative artificial intelligence in manuscript preparation, analysis, or research outputs. AI tools cannot be listed as authors. Authors remain responsible for the accuracy, originality, references, and integrity of all submitted content.
- Corrections: Authors must promptly notify the editorial office if they discover a significant error in a submitted or published article and cooperate with appropriate corrective action.
3. Ethical Responsibilities of Editors
Editors are responsible for managing submissions fairly, objectively, and confidentially.
- Editors must evaluate manuscripts based on scholarly quality, originality, methodological soundness, and relevance to the journal's scope.
- Editorial decisions must not be influenced by irrelevant personal characteristics, institutional relationships, or other improper considerations.
- Editors must maintain the confidentiality of submitted manuscripts and editorial communications.
- Editors must disclose and manage conflicts of interest and arrange alternative editorial handling when necessary.
- Editors must ensure that the journal's peer-review procedures are followed consistently.
- Editors must investigate credible allegations of plagiarism, data fabrication, falsification, duplicate publication, and other forms of misconduct.
- Editors must take appropriate action when ethical violations are established, including rejecting manuscripts, requesting corrections, issuing expressions of concern, or retracting published articles when justified.
- Editors must not use unpublished information from submitted manuscripts for personal advantage or their own research without appropriate authorization.
4. Ethical Responsibilities of Reviewers
Reviewers help maintain the scientific quality and integrity of PHASIJ.
- Reviewers must assess manuscripts fairly, objectively, and professionally.
- Reviewers must maintain the confidentiality of manuscripts and must not share or use unpublished content without authorization.
- Reviewers must disclose conflicts of interest and decline assignments when impartiality cannot be maintained.
- Reviewers should identify relevant published work that has not been cited and report suspected plagiarism or questionable research practices to the editor.
- Reviewers must provide constructive, evidence-based comments that assist editorial decisions and manuscript improvement.
- Reviewers must not request citations primarily to increase their own citation counts or those of associated individuals or journals.
5. Peer-Review Policy
PHASIJ uses peer review to evaluate the quality, originality, relevance, and methodological soundness of submitted manuscripts.
All submissions undergo an initial editorial assessment to determine their suitability for the journal. Manuscripts considered suitable are evaluated by qualified reviewers with relevant subject expertise.
Reviewers assess the manuscript's contribution, research methods, presentation of results, interpretation, and compliance with relevant ethical requirements.
The editor makes the final publication decision based on the reviewers' recommendations, the manuscript's scholarly merit, and the journal's editorial standards. A favorable review does not automatically guarantee acceptance.
Reviewers and editors must maintain confidentiality and disclose relevant conflicts of interest. Editorial decisions and review activities must be documented in the journal's electronic manuscript management system.
6. Plagiarism and Publication Misconduct
PHASIJ prohibits plagiarism, inappropriate reuse of previously published material, duplicate or redundant publication, citation manipulation, data fabrication, data falsification, authorship manipulation, and peer-review manipulation.
Submitted manuscripts may be screened using appropriate plagiarism-detection tools. Similarity reports are evaluated in context by the editorial team. A similarity percentage alone does not establish whether plagiarism has occurred.
When potential misconduct is identified, the editorial team may request explanations, original data, supporting documents, or other relevant evidence.
Depending on the severity of the violation and the available evidence, PHASIJ may reject a manuscript, request corrections, notify the relevant institution when appropriate, issue an expression of concern, or retract a published article.
All allegations must be handled fairly, confidentially, and consistently with accepted publication-ethics principles.
7. Conflicts of Interest
Authors, editors, and reviewers must disclose financial or non-financial interests that could reasonably be perceived as influencing their work or decisions.
Editors must arrange alternative editorial handling when a conflict of interest exists. Reviewers with relevant conflicts must decline the assignment or disclose the conflict to the editor.
Disclosed conflicts must be assessed and managed transparently to protect the integrity of the publication process.
8. Research Involving Human Participants and Animals
Research involving human participants must respect their rights, dignity, privacy, and welfare. Authors must report ethics committee approval and informed consent where required by applicable regulations and the research design.
Research involving animals must comply with applicable animal welfare standards and institutional requirements.
Authors must not claim ethical approval that was not obtained. When formal approval is not applicable, the manuscript must provide an appropriate explanation.
9. Corrections, Retractions, and Expressions of Concern
PHASIJ is committed to maintaining the accuracy and integrity of the scholarly record.
Corrections may be published when errors affect the accuracy or clarity of an article but do not invalidate its principal findings.
Retraction may be considered when reliable evidence indicates serious research misconduct, unreliable findings, major ethical violations, or other circumstances that substantially undermine the integrity of a publication.
An expression of concern may be issued when significant questions arise about a publication but an investigation has not yet reached a conclusive outcome.
Corrective notices must identify the affected article and explain the reason for the action. Appropriate notices must remain linked to the original publication to preserve the scholarly record.
10. Duties of the Publisher
Yayasan Cendikia Mulia Mandiri, as the publisher of PHASIJ, supports editorial independence and the ethical management of scholarly publications.
The publisher must not improperly interfere with editorial decisions and must cooperate with the editorial team in addressing credible allegations of publication misconduct.
The publisher and editors must take reasonable steps to preserve published content, correct the scholarly record, and maintain transparent publication policies.
11. Complaints and Appeals
Authors may submit complaints or appeals concerning editorial decisions or alleged breaches of publication ethics through the journal's official contact channel.
Complaints and appeals must include sufficient information to enable a fair assessment. The editorial team will review each case objectively and may consult an independent editor or relevant expert when necessary.
Submitting an appeal does not guarantee reversal of an editorial decision. Complaints and appeals must be handled confidentially and without retaliation against individuals who raise concerns in good faith.
12. Policy Implementation
All authors submitting manuscripts to PHASIJ are expected to comply with this publication ethics statement and applicable research-ethics requirements.
The editorial team may reject submissions or take appropriate post-publication action when credible evidence demonstrates non-compliance with these policies.
PHASIJ will periodically review this statement to maintain consistency with accepted scholarly publishing practices and applicable regulations.
